    "content": "By the time I arrived there, the residents had already kicked out the people from the county who were conducting public participation. Therefore, I believe the county assembly that the cost of public participation, the nature and need for engagement of citizens on every single thing that happens in the assembly has gone up. The assembly also cited an increase in the cost of insurance driven mainly by factors within the insurance industry. I am happy that the Committee captured this particular need of an additional allocation of about Kshs30 million on insurance costs in Nairobi."
