    "content": "That is the reason we are saying we need a review. We may even need to change the name. Instead of National Treasury let us call it Kenyans Treasury so that these people get it that they do not exist to serve the whims of the national Government but these two levels of Government. After we have determined the equitable share, then when money comes in, no one arm of Government should have priority of the other in terms of disbursement of those resources."
