    "content": "There is no reason whatsoever, for Kenyans to live without food and yet the country accommodates a Cabinet of 95 people. This beats any logic or reason. It means that we must do it in law. I agree with the hon. Members who have said that this country should think seriously about the look and the nature of the Executive which we want to have in the upcoming Constitutional Review exercise. Do we want Members of the Cabinet to be Members of Parliament? The contradiction is too big that it is high time we looked outside this House for Members of the Cabinet."
