    "content": "It is my conviction that for Members of Parliament to be Ministers is too much work for one individual. Secondly, it promotes tribalism. Therefore, Kenyans should agree in the new Constitution that we have a President with a Cabinet which comprises of people who are not Members of Parliament so that there can be proper checks and balances on the Executive. It is difficult for a Back Bencher to stand here and interrogate a Minister and beyond that door, the same Back Bencher begs the Minister for a nurse or a police officer to be posted in his or her area. That contradiction does not work for this"
