    "content": "I rise to support this Bill and associate myself with the comments that have been made by Sen. Osotsi except to clarify that the Constitution does not prohibit the Finance Bill coming to this House. The Constitution only requires that the Finance Bill is introduced through the National Assembly. I think it has been a matter of habit that the Bill does not come here. Madam Temporary Speaker, I rise to support this Bill but with a bit of reservations. My reservations are on Section 9 which reads-"
