    "content": "I request that going forward, Section 9 be looked at and any non-compliance with this Act, when it becomes law, should be an offense under the PFM Act. I say so because we are talking and we know how public money has been abused in this country. If we give those who abuse the money any wriggle room, they will abuse and wriggle out. They should have no room to wriggle put once they mess. They should be caught up and tied to the issues. Section 9 needs to be looked at."
