    "content": "As a Senate, we should make a conscious decision that every Chief Officer like the Permanent Secretaries (PSs), should account for their department. They do procurement and everything and at the point of payment cede power to the Chief Officer for Finance. The Chief Officer for Finance, then becomes a small god. That is what is obtaining in Busia. At the end of the day, you are being asked to bring 10 per cent before your bills are paid. It becomes difficult to hold people accountable and you end up with a lot of pending bills."
