    "content": "In the first Message, His Excellency the President conveyed his nomination of Dr. Kamau Thugge, CBS, for appointment as Governor of the Central Bank of Kenya, following recommendation of the Public Service Commission. In doing so, His Excellency the President invoked the provisions of Article 231(1) of the Constitution as read together with Section 13(1) of the Central Bank of Kenya Act (Cap. 491), and sections 3 and 5 of the Public Appointments (Parliamentary Approval) Act of 2011. For clarity, Article 231(1) of the Constitution establishes the Central Bank of Kenya while Section 13(1) of the Central Bank of Kenya Act (Cap.491) provides thus: “There shall be a Governor who shall be appointed by the President through a transparent and competitive process with the approval of the National Assembly\". In this regard, and in keeping with House Resolutions, I referred the Message together with the curriculum vitae, and other relevant documentation of the nominee to the Departmental Committee on Finance and National Planning to undertake approval hearing. I also directed the Clerk to transmit the Message to all Members of the National Assembly vide my Notification Number 002 of 16th May 2023."
