    "content": "There are definite issues hon. Members have raised that touch on the constitutional review but it is not for this Bill. Those issues will be dealt at the time of constitutional review. One of them is the question whether the Ministers should come from Parliament or outside. As the Constitution currently stands, you must be, first and foremost, a Member of the National Assembly to be appointed a Minister. Even when the President wishes to get somebody from outside Parliament, he must nominate that particular person to be an hon. Member first in order to become a Minister. So, we could not deal with that matter in this Bill. That is for another day."
