"content": "We have also said under Clause 33B that the number shall not exceed 24. We have gone further and said that we will propose portfolios but the President is at liberty to create his portfolios and configure them the way he wishes. We have said under Clause 3(1) that there shall be such offices of Minister of the Government of Kenya as specified in the Schedule or as the President may establish in accordance with sub-section 2. What is the simple understanding of âorâ in the English language? It is an alternative. We are trying to make the number and the proposed schedule.
