    "content": " Thank you, Hon. Speaker. I was saying that we are in a very critical situation in the fiscal management of our nation that was built in terms of tax management, corruption, and wastage since Independence. There has been failure to rationalise the two tiers of Government — both national and county — in terms of size and operations since 2010. This was further exhibited by the handshake which led to stalled projects and indiscriminate borrowing. These are serious times which can make or break this nation. We are in a very hard situation and this demands for our collective support in order to find a sustainable situation."
