    "content": " Thank you, Hon. Speaker. I thank the Cabinet Secretary for answering the Question. There are a number of schools in my constituency where there is congestion in dormitories. You will find one cubicle accommodating more than six students. We wonder whether we have education officers responsible to ensure that all schools are managed in a proper manner. The boards of management should not allow schools to be completely dilapidated to the extent of congestion. The officers do not report these matters to the appropriate offices to ensure proper action is taken. I want to know whether guidelines of the Ministry of Education allow a situation where one room is shared by more than six students or a situation where one bed has three deckers.
