    "content": "Every time we get towards the end of the year, it is a spending spree for all Government agencies because of the accounting system that we use as a country. We are using the Cash Accounting System where we spend when we get money from the Exchequer. As a result, most MDAs try as much as possible to do all the procurement that they can in order to spend the money before the end of the year. You will find more of this happening at the end of a regime. When new Governments come in, be it the National Government or county governments, the first thing they do is to audit pending bills. Why should, we as a country, be winding up every five years to get a new country? The way to fix this is already outlined in our Public Finance Management Act in sections 81 and 164 on the use of an accrual accounting system instead of a cash accounting system."
