    "content": "The Committee is also concerned that Free Primary Education capitation has been disbursed to primary schools outside the National Education Management Information System (NEMIS). We discouraged this and even in TVETs, we ask that every child is given a number to avoid corruption and misuse of public resources. In this case, we ask the Ministry of Education to stick to NEMIS and TVETs should ensure that every learner has an admission number. In doing so, we can account for the cents that we give them."
