    "content": "One other thing is the commitment on equalisation. The Equalisation Fund has been a very special fund for the marginalised areas. There is a deliberate move to make sure that all that has been pending is paid and it goes to the right counties that are marginalised. That is commendable. There is recruitment of teachers which is ongoing. There was recruitment of 35,000 teachers last year. This brings me to the concern raised by Hon. Fauzia that this Government spends money. This is a democracy and it is anchored in laws. Budgets are equally anchored in laws. This Government has never had the privilege to spend a lot of money. This is its first Budget proposal and I believe it has not been collecting as much, and it never had a leeway to spend."
