    "content": "Thank you, Mr. Speaker, Sir. This is a very serious matter. Devolution is very important. The Senate is set out in the Constitution to protect and defend devolution. It is very clear from what has been presented that the Committee on Delegated Legislation has some work to do because the circulars issued by SRC is a regulation of some sort which, unfortunately, has not been controlled by the Senate or National Assembly for quite some time. I think that is also a role of this House, so that we take care our MCAs. Sen. Ali Roba, has confirmed that the funds are there."
