I rise pursuant to the provisions of the Standing Order No. 146 of the Senate, to move that the Agricultural and Livestock Extension Services Bill (Senate Bills No. 12 of 2022) be now read a Second Time. First, I will start by thanking the Members of the Committee on Agriculture, Livestock and Fisheries for looking at the Bill. I also thank the Committee for engaging in public participation on the Bill. I would like to thank the Clerk of the Senate and also the Speaker for facilitating the development of this Bill. Finally, I thank the legal team led by Dr. Okello. Madam Temporary Speaker, I will start by stating that the principal objective of this Bill is the development and provision of agriculture and livestock services. Currently, there is no legislation providing for this important aspect. Madam Temporary Speaker, before I delve into the content of this important Bill, I would like to give some brief background information on why the provision of extension services is key to our country at this moment, noting that agriculture is a devolved function."
