    "content": "Thank you, Mr. Temporary Speaker, Sir. I rise to support this proposed Bill. I want to use my time to convince the Mover of the Bill that it is a good idea, but we can make it better. This Bill must be read with the Constitution of Kenya which has already indicated that the function of agriculture is domiciled in counties. Therefore, Senator, when you propose a Bill with 33 Clauses, and only one Clause 26 speaks to counties, it means this Bill will once again give the national Government and opportunity to frustrate devolution."
