The board created in the Bill is supposed to be domiciled in Nairobi. Why would a board presiding over matters affecting countryside be in Nairobi? Let me give the Mover of the Bill our experience as the people from the sugar sector. The Kenya Sugar Board which was disbanded, was domiciled in Kabete, Nairobi. The management had no idea what our farmers were going through. We were in the process of ensuring that the board ends up in the sugar cane belt. For purposes of this Bill, we should not have a national board, but 47 boards that are in every headquarters of the county government. The Governor should make the appointments being made by the Cabinet Secretary."
