I am saying that when Parliament wants to exercise its legislative authority, it has an obligation to say clearly what it means. So, if it wants whenever the President or the Prime Minister or any Minister gazetting in the Kenya Gazette an appointment of a person, if it wants that to be a subsidiary legislation, Parliament must say so.
