    "content": "In regard to your second question on cash transfer, I could not agree with you more. Cash transfers are efficient, effective, dignified and we do have that under the National Drought Management Authority, the Hunger Safety Net Programme. The World Food Programme (WFP) and some of the development partners already have that programme."
