The fact that Section 51 says what the Committee has quoted, it cannot apply to the circumstances here, because, as I have said, under Section 123(6), Parliament can only act through an Act of Parliament. When you pass a resolution, what that section says--- I have a lot of respect for the principle of supremacy of Parliament.
