Mr. Speaker, Sir, we all agree that this was the worst drought as reported in the last 40 years. However, I have heard the Cabinet Secretary saying that “the people who were affected,” meaning that the impact or the effects of the drought is over. Nonetheless, I cannot agree with that because the pastoralists or the livestock dependent communities"
