It is wrong to read the Constitution selectively. If you want to read the Constitution, read it out in full, so that what you are saying can be understood. If you read Section 17(3) and leave out Sub-Sections 1 and 2, it does not make any sense. In fact, the hierarchy of those sections is not by accident that what hon. Kioni has been reading is an inferior provision of Section 17. The superior sections of Section 17 are Sub-Sections 1 and 2 and I want to read them very loudly."
