    "content": "power of the Executive to appoint an officer under the existing provisions of the law. Parliament is saying that the Executive does not have the powers to appoint while the Executive insists that it has the power to appoint. So, this is a classic dispute where we need the other arm of the Government that is supposed to resolve disputes between the two arms of the Government to come in and resolve the dispute. Our Constitution is very clear. If Parliament and the Executive disagree on a very fundamental issue like this one, then the courts are supposed to come in and resolve that dispute."
