    "content": "Thank you, Mr. Speaker, Sir. I rise on a point of order under Standing Order Nos.197 and 198. I wanted to ask what we are debating. I was excited when the Senate Majority Leader brought a Motion to deal with the issues and matters of Siaya County. The issue of that county needs to be dispensed with fast whether we are going to the Committee of the Whole or the select Committee, so that they can deal with this issue as fast as they can. Before the Senate Majority Leader sits and takes water, the issue of Jubilee not being put in this Committee is bringing a debate about Members of a certain coalition not being put in some committees. Mr. Speaker, Sir, I am afraid that if you allow us to continue to debate that concern, then we are breaching our own Standing Orders, in which there is provision to do that if we so wish."
