    "content": "Hon. Speaker, we have allocated Ksh249 billion to our roads. We have been able to give our farmers fertiliser. As a House, as we debate the Finance Bill, the question we must ask is this: what is it that we have a problem with, in terms of the expenditure? We have to support the revenue side of the Budget because that is where we draw the resources to take our Kenya forward through infrastructure and any other kind of development that we are undertaking."
