    "content": "I am concerned about Clause 24 which talks about the increase of PAYE to 35 per cent for certain categories of people. I want the Committee to consider those people in fixed-term contracts like State officers within Parliament. You know who State officers within Parliament are. Previously, State officers within Parliament had the right to salary increments like all other employees under the Employment Act, but when the terms for some officers were gazetted, particularly Members here, their annual salary increment was taken away. The consequence was that many people under that arrangement went into single-term contracts without increment.
