    "content": "Lastly, we lose over Ksh700 billion to corruption in this country each year. Look at the budget for the Ethics and Anti-Corruption Commission (EACC) and other agencies fighting corruption which we passed yesterday. We cannot be debating in retrospect. If we save the money that we lose to corruption, then your budget, in terms of what we need, will be Ksh2.1 trillion. We will have a lot of money to spend. The problem is that we encourage corruption. People whom we should take money from are given amnesty. I request that we look at all those issues and the others which were raised by the Members."
