    "content": " Thank you, Hon. Temporary Chairman. I support this allocation to the Ministry of Health. I want to inform my colleague that, as much as health is devolved, the Ministry of Health houses the national referral hospital like the Kenyatta National Hospital (KNH), Moi Teaching and Referral Hospital (MTRH), Kenyatta University Teaching, Referral and Research Hospital (KUTRRH), Mwai Kibaki Hospital, KNH and many others. We have other institutions like Kenya Medical Research Institute (KEMRI) and Kenya BioVax Institute, which manufactures vaccines and many other Semi- Autonomous Government Agencies (SAGAs) under the State Department of Medical Services. Those SAGAs require resources for policy and standards. Under our Constitution, training is a national function. We have the Kenya Medical Training Colleges (KMTCs). Hon.
