    "content": " Hon. Temporary Chairman and Hon. Ichung’wah, the allocation of Ksh29 billion is well-grounded but with a rider. I suggest that Ksh20 billion should be ring-fenced to cushion taxpayers who would have paid 3 per cent, 1.5 per cent or whatever that percentage is instead of burdening them on what they have not expressed as a basic need at this time. Article 43 of the Constitution does not discuss the right to own a house. It talks about giving access to a house. That includes even renting. It is okay to have affordable housing that people can rent. If this money cannot be ring fenced, I would like to suggest that the Government adopts a phased-out model in which they use it to provide housing to police officers and teachers in this country so that we can see whether this housing model will work before we can tax Kenyans."
