    "content": "is the matter of backlog because of understaffing. They have a challenge of passing justice to the public because they are incapacitated. To this extent, you can count the number of high courts we have in the country. We should have at least a single high court in every sub-county, so that we can mitigate the challenges. Naturally, we are perennial litigants. We like taking each other to court. People have failed to embrace Alternative Dispute Resolution (ADR). That is why it is important for us to help the Judiciary build utmost infrastructure across the country, so that they can mitigate the challenges of the backlog that we have. For that reason, Hon. Temporary Chairman, I beg to support the amendment."
