    "content": "In order to anchor debt ceiling in a statute, the National Treasury developed a Public Finance Management (Amendment) Bill, 2023 which has been submitted to this august House for enactment. The Bill was subjected to public participation in line with the requirements of the Constitution of Kenya on transparency and accountability in public policy formulation. I urge the Hon. Members to prioritise and consider this Bill favourably."
