    "content": "We need to look at the basics. Kenyans do not have food and yet, we are telling them that we will house them. While defending this levy, the other side has spent a lot of time trying to tell us that this is an opportunity to create jobs for the youth. Can you tell us what exactly this levy is? Is it a job creation levy or a housing levy? We have changed it from a contribution to a levy. We previously had the provision of contributors opting to stay in or getting back all their contributions after seven years. Now it is a levy, which makes it a tax. The other side is at pains to convince Kenyans of the inconvincible. They are telling us that we are the ones trying to explain ourselves to the masses, but the masses are not illiterate. We are here to defend the teacher who can read and understand. We are here to defend the policeman. As we sit here, some Members of Parliament are broke. They do not need these additional taxes."
