    "content": "Thank you, Mr. Temporary Speaker, Sir. I take this opportunity to welcome the Cabinet Secretary back to this House in a different capacity. Congratulations Senator and Cabinet Secretary Linturi. Mr. Temporary Speaker, Sir, allow me to ask a question on livestock. Of course, for us who are pastoralists, we know agriculture and livestock are devolved. Livestock is our tea, coffee, sugar and everything. I know very well that 85 per cent of the budget is left with the national Government. Unfortunately, pastoral communities have lost almost all their animals to the long drought that took place some time back. I know the policy of Kenya Kwanza is bottom-up. There are plans to also accept Public Private Partnerships (PPP)---"
