Member to the instructions conveyed to us via that letter which was based on the Public Procurement and Disposal Act of 2005 which, among other things, allows the Kenya ICT Board to act the way it did. Unless the hon. Member is prepared to give us an option outside the law cited by the Kenya ICT Board, I would be quite willing to go back to the Treasury and say a new law has been brought to bear under which I can challenge the decision of the Kenya ICT Board."
