I will restrain myself from speaking to the gallery and answering the many things that the Leader of the Minority Party has spoken to. It is within his right to play to the gallery and raise issues that may not be in the Appropriation Bill. Hon. Speaker, if you will allow me, one of the issues I have heard being mentioned is the question of monies being allocated in this Appropriation Bill."
