    "content": "In this regard, I have analysed the amendments proposed to the Finance Bill, 2023 and noted that some contain proposals touching on matters listed in the definition of a Money Bill pursuant to the provisions of Article 114(2) of the Constitution. For the record, the proposed amendments by Departmental Committee on Finance and National Planning are not part of those that I have isolated for guidance, as they were processed in the manner contemplated in Article 114 of the Constitution."
