I understand the urgency or the anxiety to have this process concluded but let us understand that we are dealing with Parliament, which is an institution that has a tradition that everyone is looking up to. At every clause, once it is proposed, it is important that you give Members who want to speak a chance to speak on one, two or three. That has been a tradition in this House. We cannot be turned into a voting machine. This is a Parliament of the people. Give one or two people time then you proceed to put the Question."
