    "content": "Mr. Speaker, Sir, I rise pursuant to Standing Order No.53(1) to seek a Statement from the Standing Committee on Education on the delayed payment of salaries to staff and pending bills owed to suppliers and contractors at Kitui Teachers Training College (KTTC). In the Statement, the Committee should- (1) Establish the cause of delay in payment of salaries to staff of KTTC for the last 10 months stating the total amount owed by the institution in terms of salary arrears and plans in place if any, to ensure the teachers and staff are paid without further delays; (2) State the reasons for the delay in the release of payment to suppliers and contractors since 2018 outlining the total amount owed in terms of pending bills and plans in place if any to ensure that the bills are paid stating timelines if any and; (3) State reasons for the low enrolment of students at KTTC currently standing at 50 students against a capacity of more than 1,200 students indicating the steps the Ministry of Education intends to take to stop an imminent closure of the institution."
