    "content": "Under the provisions of Section 16, there is a requirement that where a farmer or individual seeks to partake or engage in the marketing of this particular products, they are required to be licensed by the county committee established under the Act. Additionally, where one is dissatisfied with the decision of the committee, they are propelled to the next level, which is to appeal to the County Executive Committee Member (CECM) agriculture, livestock and fisheries in the county."
