    "content": "Instead of the Bill providing for the period to be 60 days, I urge Sen. Wambua to consider the period within which the CECM is required to give decision on the appeal be 30 days. This way, we can ensure that where an individual is denied the license; the time within which he can appeal to get another decision is not too long and will not discourage people to get involved. The 60 days are too long for the purpose of getting a CECM to make a decision."
