    "content": " Thank you very much Hon. Temporary Speaker. I thank all the Members who have contributed. We have benefited from those insights. I want to highlight just two things. One, I agree with most of the sentiments that have been said especially under Appropriations-in-Aid and to enhance it. That has already been done through policy. Two, I want to repeat: The deficit for this financial year was Ksh860 billion but upon assuming the positions in the Budget and Appropriations Committee, we realised that Ksh200 billion had already been spent under Article 223. Therefore, the real deficit is actually Ksh1.1 trillion. I hope that Hon. Mbadi will peruse the books to show that reality. In terms of borrowing, we have already scaled down from those figures to currently the deficit of Ksh718 billion which is only 4.4 per cent of our GDP.
