    "content": " Hon. Temporary Speaker, I would like to implore among us as Members… We have the Finance Bill that starts in the afternoon but we have two very important Bills that have timelines. The County Allocation Bill and the Appropriation Bill. We have to manage these between now and 1 O’clock. I suggest that we reduce the speaking time to five minutes so that everybody gets an opportunity to speak. This will ensure that we give more people an opportunity to speak on this, and at the same time, beat our timelines."
