"content": "Lastly, I would just like to bring to the attention of Members that we can freely debate this Bill. We are not gagged from doing anything, including introducing changes. However, changes may have very dire ramifications because as you can see on the Order Paper, this is a Senate Bill. Therefore, most of what we are expected to do is to debate the Bill because it has been well-thought-out by the Senate. As a House of Parliament, we respect their decision- making. However, that does not mean that we cannot make our own decisions. It is good to bring to the attention of Members that these kinds of Bills are tabled for us to debate because they have been thoroughly considered by the Senate."
