    "content": " Thank you, Hon. Temporary Speaker. I stand to support the Equalisation Fund Appropriation Bill. We have missed the intention that was meant for this Equalisation Fund. It looks like it is no longer an Equalisation fund. When the drafters of the Constitution were coming up with it, the idea behind it was to bring up the 14 counties that were marginalised at the time. This Fund is less than Ksh20 billion. Members of Parliament are talking as if this is the money that is supposed to address the shortcomings of the country or constituencies that they represent. This Fund was meant for 14 counties which were marginalised at that time to bring them at par with the rest of the country."
