    "content": "Mr. Deputy Speaker, Sir, in 2003, I had the opportunity to also receive not less than 19 title deeds, including some issued on Karura Forest. The people returned them in good faith because they believed that what they were holding, they would never use. It will never be available to them for the purposes for which they had been allocated or for which they had bought. I am giving that as a background because I believe we, as leaders, perhaps, our concern is how we can go out there, and start identifying what to do with those people. How do we emphasize to them that, perhaps, the important thing is not the compensation, but for them to recognise that they are sitting on a water catchment area and that they need to move at some point. But it would be desirable if they were to move as a public duty because they feel that they are actually sitting on the wrong place and then leave the rest to the Government."
