As I said, over the years, there has been serious exploitation of farmers by middlemen. There is a process of licensing the traders. We went ahead to create a nexus between the different arms of government when it becomes to the issuance of licenses, revocation of the licenses and amendments that need to be done by persons that have already acquired the licenses."
