Deputy Speaker, firstly, I congratulate the very able young legislators who are Chairs of the Budget and Appropriations Committee and the Departmental Committee on Finance and National Planning. They have done a fantastic job. I also congratulate a very old friend of mine, Hon. Mbadi, for giving a lot of professional insights into this debate. We are much more enriched. However, I disagree with the Budget and Appropriations Committee Chairperson on the issue of borrowing. Hon.
