    "content": " Thank you, Hon. Temporary Speaker, for giving me this opportunity to support the Supplementary Appropriation (No.2) Bill (National Assembly Bill No.3 of 2023). I want to make the following observations. One, even though this House, through the Departmental Committees, appropriate resources to MDAs, we have observed that the House does not engage in proper oversight and implementation of those budgets. This is why many MDAs have not begun implementing development projects towards the end of the financial year. This is why, at the end, these supplementary budgets reallocate resources because they have not been spent. I urge this House to follow up on the resources allocated to ensure the projects are being implemented on the ground."
